DCCF-Setting the standard for account management.
1. Investments
Delaware County Community Foundation's endowment funds are invested in accordance with a detailed investment policy established by The Philadelphia Foundation (TPF). All DCCF funds are co-mingled and invested with funds at TPF. Both organizations are committed to prudent investment management strategies and fiscal policies that they believe will lead to the long-term growth of endowment fund principal while still meeting their donors’ charitable objectives.
Our investment goal is to maximize total return, in any combination of its income components (interest and dividends) and capital appreciation of principal component, while also weighing the risks involved. This total return approach provides the fewest constraints on investment managers and is expected to lead to superior investment performance results.
Investment managers meet with TPF’s Investment Committee at least quarterly to review the investment portfolio and assess investment performance. The managers’ investment decisions must adhere to the specific guidelines of the Foundation’s Investment Policies.
2. Financial, Donor and Compliance Reporting
DCCF provides:
* Contribution acknowledgement to all donors;
* Contribution receipts for IRS tax compliance purposes for fund-sponsored events, ticket sales, corporate sponsors and underwriters, and in-kind contributions;
* Accounting for pledges and pledge reminders;
* An annual audit and tax compliance.
While the Foundation uses a standard contribution receipt for all of our funds, arrangements can be made to accommodate a special insert or personalized letter from the Fund to its donors.
3. Grant Distributions
Upon receipt of written notification from the Fund Advisor(s), DCCF will process grant checks. Grants can be made to IRS-qualified 501(c)(3) nonprofit organizations throughout the United States. By law, the Delaware County Community Foundation must be sure that these funds will be sued for a charitable intent and not private inurnment. DCCF therefore reserves the right to request evidence for any questionable requests, in order to assure that the funds are used for charitable purposes and as the donors intended.
